The life sciences sector is evolving at remarkable speed. As innovation accelerates and global expansion reshapes manufacturing and research networks, organizations are rethinking how they build, retain, and scale their workforces. Our recent Peer Perspective Workforce Management Survey 2025 brings a unique window into that shift, capturing the priorities, pressures, and practices shaping workforce strategy across pharma, biotech, and medical devices organizations today.

GMP Expertise: The Universal Benchmark

Every respondent in our survey confirmed that Good Manufacturing Practice (GMP) and regulatory expertise are critical when selecting resourcing partners. For 87%, it’s extremely important. Yet many companies still rely on generalist staffing vendors who lack this depth. The message is clear: as compliance grows ever tighter, only vendors equipped to deliver GMP-ready talent from day one can guarantee quality and operational continuity.

Retention as a Financial Lever

Cost and retention dominate the agenda for workforce leaders. When asked about scaling priorities, executives pointed to the importance of partner models that employ talent directly, reducing turnover and protecting institutional knowledge. Every departure can cost between 19% and 40% of annual salary, meaning retention directly influences margin and continuity.

Encouragingly, two-thirds of respondents reported no significant retention issues despite expansion across the US and Europe. With growth forecasts of 2–5% CAGR in Europe and renewed US momentum driven by reshoring, this stability is a positive sign. Still, a notable 20% remain uncertain, and 13% are already feeling strain, a potential signal of coming challenges as investment scales up.

The top outcomes associated with higher retention? Productivity, reduced disruption, and stronger compliance—each a direct contributor to sustainable performance.

Outsourcing: From Hesitation to Hybrid Models

The survey reveals a cautious but growing appetite for functional service provision (FSP) and strategic outsourcing partnerships. Just over half of respondents would consider these models, while the rest remain more comfortable with direct control.

Today, most pharma organizations still default to staff augmentation, managing onboarding, compliance, and training themselves. However, emerging leaders, like Gilead, Eli Lilly, and GSK are proving that selective outsourcing can deliver efficiency and scalability when built on clear SLAs, governance, and shared accountability.

Among firms open to outsourcing, 87% expect cost savings of at least 10–20%. But the motivation goes beyond budget: proven compliance, reduced risk, and flexibility are fast becoming co-equal decision drivers.

Balancing Cost, Control, and Capability

While 62% of leaders still cite cost efficiency as the top driver for workforce strategy, priorities are shifting. Compliance, risk mitigation, and sustainability are gaining ground, signaling a move away from purely transactional models. Life sciences organizations are seeking smarter, more balanced approaches that combine financial efficiency with operational resilience.
